Indicators for media in a democracy
Recommendation 1848 (2008)1
1. The Parliamentary Assembly refers to its
Resolution 1636 (2008) on indicators for media in a
democracy and recommends that the Committee of Ministers:
1.1. endorse the list of basic principles
contained in the above resolution;
1.2. take this list into account when
assessing the media situation in member
states;
1.3. establish indicators for a functioning
media environment in a democracy which is based on this
list, and draw up periodical reports with country profiles
of all member states concerning their media
situations.
